RulerMeasurable & Observable Verbs

Gronlund (1991) provides a list of measurable and obserable terms (for the Cognitive Domain) that can be used in module learning outcomes which are based on Bloom's taxonomy. Additional verb lists for the Affective domain and the Psychomotor domain are also available.
